The Division of Youth and 4-H engages in a variety of formal partnerships with many federal agencies. The purpose of these partnerships is to further the opportunities and leverage support for the 4-H system.

Examples of mechanisms used would be a Memoranda of Understanding (MOU) which establishes the broad working relationship and does not obligate entities to exchange funds or Inter-agency Agreements (IAA) which involve the exchange of funds between agencies with a defined scope of work.

Type Partner(s) Purpose
Executive Order /IAA ASPE (Assistant Secretary for Planning and Evaluation) Funding and support for activities of the Interagency Working Group on Youth Programs, including content development, enhancements, and marketing of a website, and implementations of the strategic plan on federal youth policy.
MOU/IAA Coast Guard The purpose of this MOU is to establish a framework for the USDA and Coast Guard to identify issues, develop solutions, and share promising practices collaboratively across organizational, geographic, and programmatic boundaries.
MOU NASA (National Aeronautics and Space Administration) The purpose of this MOU is to promote collaboration between NASA and NIFA on education and communication activities to inspire youth in America to pursue careers in science, technology, engineering, and mathematics (STEM). The Agencies share a common goal of promoting education as a means of cultivating a diverse, qualified STEM workforce.
MOU DoD (Department of Defense) The partnership goal is to enhance Federal interagency coordination and build capacity for partnerships and collaboration among the agencies and across public and private sectors to sustain programs for military service members and their families.
MOU NGB (National Guard Bureau) National Guard Bureau (NGB) and USDA, NIFA, Institute of Youth, Family and community (IYFC) establish this MOU to outline each party’s responsibilities in relation to family, child and youth community capacity building and to provide joint programs. This is a collaborative effort to facilitate nationwide state and military community-based education and outreach for positive national guard family development to include children and youth.
MOU US Special Operations Command The purpose of this MOU is to establish a framework for the USDA and the U.S. Special Operations Command to identify issues, develop solutions, and share promising practices collaboratively across organizational, geographic, and programmatic boundaries
MOU with DoD/IAA Army Collaboration for joint programming (science, healthy living and citizenship) in support of Army, Navy, and Air Force children, youth and families.
MOU OCAR (Office of the Chief Army Reserve) National Institute of Food and Agriculture (NIFA) and the Private Public Partnership Office (P3O), Office of the Chief Army Reserve (OCAR) enter into this Memorandum of Understanding is to facilitate military based education and outreach for Army Reserve Family development, to include child and youth practices across programmatic boundaries, particularly regarding geographic dispersion.
MOU with DoD/IAA Air Force Collaboration for joint programming (science, healthy living and citizenship) in support of Army, Navy, and Air Force children, youth and families.
MOU with DoD/IAA Navy Collaboration for joint programming (science, healthy living and citizenship) in support of Army, Navy, and Air Force children, youth and families.
ISSA Army Reserve Families Support Directorate 9/2012 Interagency Service Support Agreement (ISSA, now called an IAA) between USDA, NIFA and the Army Reserve Families Support Directorate (ARFPD) is to support family 2020 programs initiative building and increasing community capacity through validation of service delivery models of the Army Strong Community Centers and Army Reserve Family Program Centers.
