Susan Rice is the Division Director for the Policy and Oversight Division (POD) within the Office of Grants and Financial Management (OGFM). The division has two branches, the Policy Branch and the Oversight Branch. Susan leads her team in a range of grant related functions including, but not limited to: developing internal and external policy and regulatory guidance for NIFA’s Federal Financial Assistance programs, management of the Schedule of Program Implementation from RFA to Award Announcement (SPIRA) for all NIFA programs, coordination of NIFA’s Requests for Application process, grantee compliance reviews, the agency’s A-123 internal control assessment, A-133 Audit tracking, and coordinates NIFA’s GAO and OIG Audits and engagements. Additionally, POD coordinates the Non-Land Grant College Agriculture (NLGCA) designation process, provides customer service on grants.gov related inquiries, and provides guidance and technical assistance on internal and external inquiries.
Susan brings over 20 years of experience in the management of Federal Financial Assistance encompassing both programmatic and fiscal responsibilities. Susan has been with NIFA in the Office of Grants and Financial Management since 2015.
