Decatur Foster

Program Specialist

Dr. Decatur Foster is the Program Specialist for the Hispanic-Serving Institutions Education Grants Program, as well as the National Food and Agricultural Sciences Teaching Extension and Research Awards Program. Before joining NIFA, Dr. Foster served as an Adjunct Professor and as a STEM Education and Equity Liaison for the Louis Stokes Alliance for Minority Participation at Portland State University. Decatur’s areas of expertise include aquatic pollutants, chronic hormone exposure in fish, curriculum development, and education pedagogy. Dr. Foster graduated with a Ph.D. in Biology, a Certificate of Innovation in College Teaching, and a Gender/Race/Nations Graduate Certificate from Portland State University.
